The 11th National Congress of the Communist Party of Vietnam (CPV) will open at the National Convention Centre in Hanoi on January 12, 2011 and is expected to last for nine days. | Photo: Vietnam+ | The information was released by Pham Xuan Son, Deputy Head of the CPV Central Committee’s Commission for External Affairs, in Hanoi on December 22, at a conference preceding the event to inform diplomatic corps and international organisations in Vietnam. This is an important political event of the Vietnamese Party, State and people, Mr Son said, adding that it is expected to draw the participation of nearly 1,400 delegates who represent more than 3.6 million Party members in 54,000 grassroots Party organisations. Besides a strong contingent of local journalists, more than 150 foreign reporters from international news agencies will cover the event, he said. The congress will discuss and approve a political report by the CPV Central Committee (tenth tenure), a report reviewing the 20-year implementation of the platform on national construction in the transition to socialism, and a detailed draft report that sums up the implementation of the 2011-2010 national socio-economic development strategy. It is also expected to give approval to the platform on national construction in the transition to socialism (revised and supplemented in 2011), the 2011-2020 national socio-economic development strategy as well as the amended Party Statute. The congress will elect a new CPVCC for the 11th tenure of 2011-2015, the highest body of the CPV leadership between the two congresses. The entire Party members and Vietnamese people of all strata, including those living abroad – actively contributed comments to draft documents for submission to the 11th National Party Congress. On the basis of the high consensus and determination of the whole Party, people and army during the discussion and formulation of the Congress’s documents, the CPV defined the theme of the 11th National Party Congress as follows: “Continuing to strengthen the Party’s leadership and combative capacity, promoting the aggregate strength of the entire nation, stepping up the renewal comprehensively and creating a foundation for Vietnam to become a modern industrialised country by 2020”. In the next five years, Vietnam strives to attain a GDP growth rate of 7-8 percent per year with a per-capita income reaching US$2,100 in 2015, 1.7 times higher than that of 2010. According to Mr. Son, the CPV affirms its intention to continue using Marxism-Leninism and Ho Chi Minh thoughts as its ideological foundation. Vietnam is consistent in the path of national development towards socialism and implementing a foreign policy of independence, self-control, peace, cooperation and development; multilateralisation and diversification of relations; taking the initiative in international integration; and becoming a friend, a reliable partner and a responsible member of the international community for the interests of the nation and for a rich and powerful Socialist Republic of Vietnam. 11th Congress to lay foundation for modern industrial country The 14th meeting of the Communist Party of Viet Nam’s Central Committee, 10th tenure, wrapped up in Ha Noi yesterday, Dec 22, after 10 days working. Speaking at the closing ceremony, Party General Secretary Nong Duc Manh said officials discussed and endorsed amendments to draft documents put forward by Party congresses, National Assembly deputies, the Fatherland Front, mass organisations, officials, Party members, the people and overseas Vietnamese. The amendments will be submitted to the 11th National Party Congress. The 11th Congress will open on January 12 to decide the nation’s top issues. The five-yearly event will last for nine days. The suggestions covered a wide range of fields but all were earnest and reflected concerns about the country’s renewal and development process. They demonstrate a wish for the Party to be cleaner and stronger and to see the country develop rapidly and sustainably, Manh said. He went on to say that the meeting discussed the country’s renewal process over the last 25 years. Committee members also discussed progress over the last 20 years since the implementation of the 1991 Platform, the socio-economic development strategy that was implemented 10 years ago and the 10th National Party Congress Resolution that was introduced five years ago. The meeting also looked into strengths and shortcomings of the country’s leadership, its performance, lessons learnt, the country’s current situation and emerging issues that need to be addressed. Members also made amendments to set targets, tasks, policies and major solutions, particularly in regard to human resources, social progress, equality, the building of new rural areas, environmental protection, natural disaster prevention and climate change. They also reviewed ways to combat corruption. The draft documents to be submitted to the Congress had been completed and were the result of an immense amount of work by the Party and the people, Manh said. Vice chairman of the CPV’s Commission of External Affairs Pham Xuan Son said at a press briefing with heads of diplomatic delegations and international organisations that the congress was a major political event for the Party, State and people of Viet Nam. The congress will set out to improve the Party’s leadership, examine national strengths and lay the foundations for a modern industrial country by 2020. The Party elites will discuss and approve major documents, including national construction in the transitional period to socialism, the socio-economic development strategy for 2011-20, and a 10th Congress review of targets during the past five years and proposing targets for the next five. According to Son, about 1,400 delegates representing 3.6 million Party members from both inside and outside Viet Nam will attend. In the five-year period from 2011-15, Viet Nam will strive for an annual GDP growth rate of 7-8 per cent and per capita income of more than US$2,100 by 2015 – 1.7 times higher than this year. Son said preparations for the congress were almost complete.
