VietNamNet Bridge - Truong Tan Sang, Politburo member and permanent member of the Party Central Committee (PCC)’s Secretariat presented a report on the Party Central Committee’s leadership and guidance during the 10th tenure at the opening session of the 11th National Party Congress in Hanoi Wednesday. Sang highlighted progress and shortcomings of the Committee, Politburo and Secretariat in executing the 10th Party Congress Resolution. He said the committee has selected the “right and strategic issues” to focus upon in national socio-economic development and laid out proper policies and measures to resolve existing issues. He cited examples of adopting a resolution that included major policies to boost Vietnam’s economy in a fast and sustainable way after the country became a World Trade Organisation member and a resolution on Vietnam’s Maritime Strategy until 2020. | Politburo member and permanent member of the Party Central Committee (PCC)’s Secretariat Truong Tan Sang | The committtee also contributed ideas to major projects, including the construction of a nuclear power plant, the Lai Chau Hydro Power Plant and the expansion of Hanoi before they were submitted to the National Assembly. He also spoke about what the committee had achieved in increasing the Party’s leadership capacity and working efficiency of Party and State agencies. Sang, however, said some “important and pressing problems” pointed out at the last congress had not been resolved, for example, enhancing the economy’s competitiveness, increasing State-owned enterprises’ working efficiency, issues on land management, Party discipline and social evils. Regarding work done by the Politburo, Sang said recommendations to sustain the macroeconomy, ensure social security and maintain positive economic growth amidst global challenges had all made positive contributions. In terms of external relations, the Politburo had offered guidance to uplift bilateral and multilateral relations, build strategic ties with neighbouring countries and implement trade pacts with African and Middle Eastern countries, he said. Yet, there remained weaknesses in socio-economic management, resulting in a fast increase of foreign debt, high risk of re-inflation and haphazard investment, Sang said. In addition, the effort to boost economic growth on a par with implementing social justice has not paid off and the country still reported an increasing income gap, high rates of near-poverty and poverty relapse and growing threats of environmental pollution, he said. Delegates discuss Party congress’ draft documents Most delegates agree that documents highlight national achievements comprehensively, especially those in the renewal process. Delegates on January 13 worked in groups to discuss the draft documents submitted to the congress. The documents include the draft Platform on National Construction in the Transitional Period toward Socialism (supplemented and developed in 2011), the Socio-economic Development Strategy for the 2011-2020 period, the Political Report and a report on amendments and supplements to the Party Statute and the draft Party Statute (supplemented and revised). Most delegates agreed that the report of the 10th National Party Congress presented by Party General Secretary Nong Duc Manh at the opening ceremony reflected overall achievements of the country in the past term, especially those in the renewal process. From a poor country, which lacked basic cookingstuff, Vietnam became an average income country. The people’s living conditions were improved, politics and society stabilised, national defence and security reinforced, and national independence, sovereignty, unity and territorial integrity maintained. The country’s external relations and international integration have been expanded, and its prestige and position in the international arena has been heightened. This demonstrates the important leadership role of the Communist Party of Vietnam (CPV) and people’s trust in Party and the 11th Party Congress’s policies. Nguyen Van Son, Secretary of the Son Duong district’s Party Committee in Tuyen Quang province says he hopes that the congress will devise measures to bridge the gap between the poor and the rich as stipulated in the draft document, because if the gap expands this is likely to lead to social instability. In addition, more investment capital should be allocated for mountainous areas. Regarding the plan to turn Vietnam into an industrialised country by 2020, many delegates say that the Party and State should introduce policies to improve and complete current infrastructure and mobilise domestic and foreign capital for development. They should pay more attention to human resources and invest in disadvantaged areas, especially in the central region which has great potential but remains underdeveloped. Nguyen Van Thien, Secretary of the Binh Dinh provincial Party Committee expressed his hope that after the congress the country will make more progress, especially in economics, society, and security and defence. Ministries and departments will turn congress’s policies into concrete actions and help the central region develop as strongly as other regions. Delegates agree that the Party Central Committee’s Resolution 7 on agriculture, rural development and farmers is right and it is supported by all people. It has achieved significant results after a short time of implementation. Tran Dinh Huong, Secretary of the Nam Dan district’s Party Committee in Nghe An province, says that he hopes the congress will discuss how to promote traditional craft villages and services to increase the agricultural products’ value and farmers’ income, and how to accelerate the building of new rural areas. Congratulations on Party Congress The Communist Party of Vietnam (CPV) has received congratulatory messages from parties, organizations and foreign friends on the occasion of the 11th National Party Congress, which opened in Hanoi on Jan. 12. The messages expressed solidarity, friendship and cooperation with the Party, State and people of Vietnam, and keen interest in the Congress – the most important political event of the Vietnamese Party, State and people. At the opening session on Jan. 12, Truong Thi Mai, member of the 10th Party Central Committee, Chairwoman of the National Assembly’s Committee for Social Affairs and member of the Congress Secretariat, delivered a list of congratulatory messages from 103 parties of 69 countries and 14 international organizations. Foreign media describe Party Congress as vital for Vietnam’s future Laos’ Pasason newspaper has run an editorial on the significance of the 11th National Party Congress to Vietnam’s Doi moi (Renewal) process. The congress is important to Vietnam as it decides how to transform the country into a modernised and industrialised nation and achieve the goal of building a wealthy people, a strong country and an equal, democratic and civilised society, the paper said. During the past 80 years, the Communist Party of Vietnam (CPV) has led Vietnamese people to achieve great victories in many fields, which not only reflect the Party’s unity and strength but also its clear-sighted leadership in any circumstances, the paper noted. It also highlighted Vietnam’s achievements during 25 years of the Doi moi process, especially those the country reaped during the five-year implementation of the 10th National Party Congress Resolution, which was of historical significance to national defence and construction. The achievements have provided fresh impetus for the country to develop steadily in the next stage, and ensuring political stability, social order and security, the editorial said. It conveyed the Lao Party and people’s gratefulness to the CPV and the Vietnamese people for their assistance to the Lao revolution. The Lao people will never forget the Vietnamese volunteers’ devotion and sacrifice while being sent to Laos on an international mission. The editorial also wished that Vietnam’s 11th National Party Congress would be a great success and that the friendship and special solidarity between the two Parties, countries and people would continue to develop. The Duowei news website of Hong Kong on January 11 posted an article by Ai Duo, saying that after 25 years of renovation, Vietnam is becoming the most influential country on the Indochina peninsula. The Doi moi process has helped the country develop comprehensively, especially in its economy, culture and diplomacy. Vietnam has implemented administrative reform and stabilised the country’s situation. The article cited UN data published on December 13, 2010, that showed Vietnam as one of the world’s ten fastest developing economies, with annual GDP growing at 7-8 percent a year. In 2010, in its capacity as ASEAN Chair, Vietnam succeeded in organizing the ASEAN Summits and East Asia Summits, Ai Duo said.
