Nation sends condolence to NZ Party General Secretary Nguyen Phu Trong has sent a message of condolence to New Zealand Prime Minister John Key over the devastating earthquake in Christchurch. The magnitude 6.3 quake rocked the South Island city on February 22, leaving 400 missing or dead. Vietnamese Foreign Ministry spokeswoman Nguyen Phuong Nga said none of the more than 200 Vietnamese citizens living and studying in the city were reported dead or missing after the earthquake. The Foreign Ministry had already asked the Vietnamese Embassy in New Zealand to work closely with New Zealand’s relevant agencies to get information and adopt measures to help Vietnamese citizens if necessary, Nga said. “We are deeply moved to hear of the serious loss of life and property damage for the New Zealand people. We hope that New Zealand will soon overcome in the aftermath of the earthquake,” she said. He highly valued the practical and effective cooperation between the Vietnamese Ministry of Planning and Investment and the MoP and congratulated Cambodia on its recent socio-economic development achievements. For his part, Minister Chhay Than expressed his congratulations on the success of the 11th National Congress of the Communist Party of Vietnam (CPV) and his admiration at the great achievements made by the Vietnamese people during the renewal process. He also expressed his deep gratitude for the valuable and essential assistance of the Vietnamese Party, State and people for Cambodia in the struggle for national liberation in the past as well as in the current national construction and development. Party Resolution on mobilisation work underway A national conference to implement the Resolution made at the 11th National Party Congress on mobilisation work took place in Hanoi on February 23. The General Secretary of the Central Committee’s Ideology Council, Nguyen Viet Thong, highlighted the significance and success of the 11th National Party Congress – an important political event for the country in 2011. Thong said that to implement the Resolution of the 11th National Party Congress on mass mobilisation work, the whole sector needs to clearly define the responsibilities of collectives and individuals as well mechanisms and organisations in the political system, improve efficiency, and enhance the national unity. Authorities at all levels, State agencies and the armed forces need to mobilise people and make practical contributions to settling emerging issues at grass-root levels, he said. He added that agencies and departments should seek new forms of mobilisation to attract overseas Vietnamese and win support from international friends for the country’s socio-cultural and economic development activities, expose hostile forces’ erroneous and reactionary arguments that aim to undermine the country’s national unity and renewal process. The conference also heard that the Vietnam Fatherland Front and socio-political organisations have increased their operation efficiency and implemented the national great unity policy in the spirit of diversifying and expanding all forms of mobilising people. It emphasised the necessity for the Party Committees at all levels, authorities, socio-political organisations and the Mobilisation Committee continue to build and implement the democratic regulations at grass-roots level which fighting corruption, waste and bureaucracy, building a strong and pure Party and State as well as fostering and effectively utilising political cadres in mobilisation work. Links with Serbia to be given a boost Prime Minister Nguyen Tan Dung yesterday, Feb 23, affirmed that Viet Nam would strive to develop bilateral co-operation relations between Viet Nam and Serbia in all fields. He was receiving Serbian Minister of Foreign Affairs Vuk Jeremic during his two-day working visit to Viet Nam. Dung said Viet Nam was keen to co-operate with Serbia in the field of education and expressed his hope that Serbia would consider the signing of educational co-operation agreements. This would allow Vietnamese students to access Serbian-funded scholarships to study in the Balkan country. He also said that Viet Nam was willing to create favourable conditions for Serbian enterprises to seek investment opportunities in Viet Nam. Dung said the two sides should support each other in multifaceted diplomatic forums, enhance bilateral investment, tourism, trade and cultural exchange. Vuk Jeremic echoed the potential for strong co-operation in education, and said the two sides would co-operate in many fields, including security and defence and encourage Serbian and Vietnamese to explore the markets of both countries for investment opportunities, especially in agricultural and chemical industries. On the same day, Deputy Prime Minister Pham Gia Khiem held talks with Vuk Jeremic. The two sides agreed to negotiate and sign economic and investment co-operation framework agreements in the near future in order to create a legal framework for the expansion of bilateral trade and investment. They also signed a memorandum of understanding to develop co-operation relations in matters of regional and international concern. Khiem re-affirmed Viet Nam’s stance to support Kosovo-related issues under the United Nations Security Council’s decree to gain comprehensive measures in terms of respecting national sovereignty and territorial integrity, and assuring the benefits of involved nations. Vuk Jeremic affirmed Serbia would solve the issues via negotiation and discussions, and expressed his hope for Viet Nam’s support to enhance co-operation with ASEAN countries, including the signing of ASEAN Treaty of Amity and Co-operation agreement. Investment, trade exchange with China has great potential Viet Nam and China should boost investment promotion activities and trade exchanges in the coming time as potential for further bilateral co-operation remains great, particularly in the field of economy, said Prime Minister Nguyen Tan Dung. Dung made the statement yesterday, Feb 23, while receiving former State Councillor of China Tang Jiaxuan, who is on a working visit to Viet Nam. Viet Nam was pleased to see friendship and co-operation between the two countries develop in various fields during the past time, particularly since leaders of the two countries agreed to raise bilateral relations to the level of a comprehensive strategic partnership, said Dung. Viet Nam and China celebrated the 60th anniversary of the establishment of bilateral diplomatic ties in 2010, which was also the first Viet Nam-China friendship year and the success of these diplomatic events contributed to enhancing the friendship, mutual trust and understanding between the two countries and nations, Dung stressed. Defence Minister receives North Korean ambassador Defence Minister General Phung Quang Thanh received Ambassador of the Democratic People’s Republic of Korea (DPRK) to Viet Nam Kim Chang-il in Ha Noi yesterday, Feb 23. Minister Thanh affirmed that the Vietnamese Party, State, people and army were always grateful for the support of the DPRK’s Party, State and army to Viet Nam in its struggles for national liberation as well as during the country’s current process of construction and defence. He expressed his hope that Ambassador Kim Chang-il, during his working term in Viet Nam, would do his best to continue to develop the traditional friendship and co-operation between the two countries, which were founded by late Presidents Ho Chi Minh and Kim Il Sung and nourished by leaders of the two nations. Ambassador Kim Chang-il congratulated Viet Nam for its successful organisation of the Thang Long-Ha Noi millennium anniversary, the ASEAN Summit and the 11th National Party Congress. He said he hoped defence co-operation between the two countries would develop further in the future. Election sub-committee meets in Hanoi The steering sub-committee on popularisation for the elections of the 13th National Assembly and people’s councils at all levels for the 2011-16 term convened its first session in Hanoi on February 23. The meeting, chaired by Vice NA Chairman Nguyen Duc Kien, member of the Election Council, discussed and gave opinions on the draft plan and contents on popularisation for the upcoming elections and tasks for the sub-committee’s members. Last month, the election council convened its first session, discussing its activities and a plan to organise a national conference on the national polls. The council is scheduled to set up three sub-committees: the Popularisation Sub-Committee, the Steering Sub-Committee for Complaint Settlement, and the Social Order, Safety and Security Sub-Committee.
