Up to 20% of National Assembly deputies to be non-Party members

VietNamNet Bridge – Speaking to the media on February 10, the Secretary General of the Election Council Pham Minh Tuyen said that the number National Assembly deputies who are not members of the Communist Party of Vietnam of the next term will be 15-20 percent. The current rate is 18 percent.

Regarding the criteria for National Assembly deputies, especially full-time deputies, Tuyen said that besides general criteria, other standards will be emphasized, including patriotism, loyalty, honesty, being an outstanding and exemplary person who is trusted by the people, and having expertise to be able to assume specialized jobs at National Assembly committees.

According to Tuyen, full-time NA deputies must be members or future members of provincial Party Committees, vice chair of local People’s Councils, vice chair of local People’s Committees, chiefs of departments at Ministries who are knowledgeable about the operations of the National Assembly.

Highlighting criteria for choosing National Assembly deputies is important but the structure of NA deputies will be maintained to ensure that all social elements and ethnic groups are represented in the National Assembly, Tuyen said.

The number of provincial officials who are National Assembly members will be specified, for example around 20 provincial Party Secretaries or ten provincial Chairs and 30 provincial vice chairs.

He said that the ratio of NA deputies who are working at local and central government agencies in the next term will not reduce.

The rates of female and young deputies (less than 40 years old) are set to be 30 percent but in recent elections, the rate was not achieved.

In addition, around 40 percent of the NA deputies of the current term will be re-elected.

Nguyen Van Quynh, vice chief of the Central Organization Committee, said that over 50 percent of full-time deputies must be young enough to be able to work for at least two terms. The remaining deputies must be young enough to work for at least one term.

Re-elected full-time deputies must be young enough to work for at least half of the term. Special cases will be reported to the Politburo and the Central Secretariat for consideration.

The National Assembly and People’s Council elections will be held on Sunday, May 22 2011, from 7 am until 7 pm.
