A sub-committee in charge of solving
complaints and denunciations in preparation for the election of the 13th
National Assembly and People’s Councils at all levels for the 2011-16 term met
for the first time in Ha Noi yesterday, March 1.


National
Assembly Deputy Chairman Uong Chu Luu said the sub-committee had been set up to
ensure fair elections were held in accordance with the Election Law.


Sub-committee members agreed in principle to a draft operational plan to solve
complaints and denunciations during the elections to be held on May 22.


Under
the draft, the lodging and settlement of complaints and denunciations would be
divided into three phases.

In the
first phase, from March 23 to April 27, the sub-committee will verify and reply
to voters’ concerns about election candidates.


The
second phase, from April 28 to May 12, will see the examination and settlement
of the aforementioned concerns, as well as a review of the process.


In the
final phase, from May 13 until the end of the elections, no more correspondence
will be accepted while election candidates for the National Assembly are named.


The
sub-committee will also be in charge of sending all unsettled complaint and
denunciation files to the new NA Standing Committee after the Election Council
has announced the newly elected candidates.


The
operational status, functions, duty and power of the sub-committee were also
discussed at the meeting.


Luu said
the sub-committee would be divided into two groups, with the first group in
charge of matters regarding candidates at provincial level who were under the
control of the Politburo and Secretariat of the Communist Party of Viet Nam’s
Central Committee.


The
second group would settle issues among candidates at provincial level who did
not belong to the above offices.

The
sub-committee also agreed to set up an assistance team to help with its duties
while working in a collective, democratic, fair, timely and open manner, and in
accordance with the law.
