11th Party Congress documents declared The Party Central Committee Office has promulgated documents of the 11th National Party Congress. They are: the Platform for National Construction for the Transitional Period towards Socialism (supplemented and developed in 2011); the Socio-Economic Development Strategy for 2011-20; the Political Report of the 10th Party Central Committee at the 11th Party Congress, and the Party Statute (passed by the 11th Party Congress on January 19, 2011). Hanoi sees 30 self-nominated candidates for 13th NA | Photo: Vietnam+ | The Hanoi Election Council has received dossiers of 71 candidates, including 30 self-nominated ones, for seats at the 13th National Assembly. Those dossiers have all been complied in line with regulations, said Secretary of the Municipal Election Council Le Quoc Cuong on March 19. The same day, Hanoi organised a training seminar on preparations for the elections to the 13th National Assembly and People’s Committee at all levels in the 2011-2016 term. 12th National Assembly convenes final session The final session of the 12th National Assembly opens in Ha Noi today with a report assessing implementation of the country’s socio-economic plan for 2010-11. The opening ceremony will be broadcast live on VTV and Voice of Viet Nam radio and will be chaired by Party General Secretary and National Assembly Chairman Nguyen Phu Trong. Permanent Deputy Prime Minister Nguyen Sinh Hung will present the economic report, which will also include a report on the State budget. Remarks on the report will be presented by National Assembly Economics Committee chairman Ha Van Hien. President Nguyen Minh Triet and Prime Minister Nguyen Tan Dung will also take turns to review their accomplishments during 2007-11, and lawmakers will also hear reports from the Chief Judge of the Supreme People’s Court, Truong Hoa Binh, and the head of the Supreme People’s Procuracy, Tran Quoc Vuong. Trong will also present a report on the legislative accomplishments of the 12th National Assembly. The subsequent eight-day session is expected to pass four bills, including the Law on Independent Audit, the Law Against Human Trafficking,the Law on the Capital City, and amendments to the Civil Litigation Code. Discussions on gender equality, management of the social insurance fund and re-investment of PetroVietnam’s 2010 profit of VND3.5 trillion (US$167 million) will also be on the National Assembly’s agenda. Vietnamese embassy in Libya remains safe No Vietnamese citizens are currently staying in Libya, except for some diplomats in the Libyan capital of Tripoli, confirmed Vietnamese ambassador to Libya Dao Duy Tien. Tien said the Vietnamese embassy, which is located in a populous area of the capital city, remains safe and they have not heard warplanes or explosions though they have seen local TV reports of planes striking civilian targets in Tripoli. The ambassador told VOV’s reporter that the embassy now has a total of eight staff and a wife of one staff member, and has planned to evacuate any non-essential personnel in one or two days. VN expresses concerns over military attacks on Libya Viet Nam is deeply concerned about escalating tensions and recent military actions targeting Libya, the spokesperson for the Vietnamese foreign ministry said yesterday. The latest military moves would have a significant impact on the Libyan people. They would also impact peace and stability in the region, spokeswoman Nguyen Phuong Nga said. “Viet Nam calls on concerned parties to exercise restraint, quickly put an end to military activities, and increase dialogues to seek peaceful solutions that conform to the UN Charter and the fundamental principles of international laws that respect the independence and sovereignty of all nations,” Nga said. Lam Dong urged to boost implementation of Resolution 11 Lam Dong province should promote communication of the Government’s Resolution 11 to the entire population and all economic sectors, said Deputy Prime Minister Truong Vinh Trong. Mr. Trong made the request at a working session with the authorities of the Central Highland province on March 19. Deputy PM Trong highlighted Lam Dong’s socio-economic achievements over the past five years with annual GDP growth of 14 percent, export turnover estimated at more than US$1.2 billion, and per capita income reaching VND20 million per year. Lam Dong has seen significant development in socio-economic infrastructure as well as social welfare. Advanced technologies have been applied effectively in educational and healthcare services while social security and order have been maintained. The Deputy PM asked the province to focus more attention on dealing with problems related to employment, environmental pollution, deforestation, complaints and denunciation, illegal mining, traffic accidents, and the spread of epidemics. Lam Dong should keep a close watch on implementing currency policies, cut public spending, promote production, and ensure social welfare, he said. Mr. Trong also asked Lam Dong to boost communications to ensure the success of the upcoming elections of the 13th National Assembly and People’s Council at all levels. Deputy PM meets with outstanding young Vietnamese people Deputy Prime Minister Nguyen Thien Nhan on March 20 met with 80 young Vietnamese people who were honoured from 1996 until today. So far, a total of 140 Vietnamese young people have been honoured at the annual ceremony for their prominent achievements in their studies, research, work, and sports, etc. Hoang Dinh Phi, President of the Board of Directors of SANNAM company, who was honoured in 2002, said the award has encouraged him to strive hard over the past nine years.
