Emulation and reward activities under review On March 1, Prime Minister Nguyen Tan Dung, Chairman of the Central Council for Emulation and Reward chaired the council’s 41st session to review emulation and reward activities in 2010 and devise tasks and solutions for 2011. Last year, emulation movements were closely attached to the implementation of political tasks which greatly contributed to stabilising the macroeconomy, maintaining economic growth and ensuring social welfare. In addition, the campaign for “Studying and following late President Ho Chi Minh’s moral example” and movements to practise thrift and prevent wastefulness were implemented across the country and achieved practical results. In his speech, PM Dung spoke highly of opinions given by council members as well as effective contributions from emulation movements and emphasised that the 2011 emulation movements need to focus on socio-economic development to stabilise the national economy and ensure social welfare. Mr Dung also underlined the need to create specific regulations on emulation and reward activities to develop exemplary role models for production. Patriotic campaigns urged to increase practical focus Patriotic movements should be practical and fall in line with political tasks as well as the people’s wishes, said Prime Minister Nguyen Tan Dung at the 41st meeting of the Central Council for Emulation and Awards in the capital city yesterday, March 1. The meeting’s objectives were to review the emulation movements that took place in 2010 and plan for 2011. Tran Thi Ha, Vice Minister of Home Affairs and Vice Chairperson of the Council said 2010 was a successful year for the patriotic emulation movements. “Various emulation movements were launched last year on different occasions, including the 1000th anniversary celebration of Thang Long-Ha Noi, the campaign to successfully achieve the 2010 socio-economic targets, the movement to follow President Ho Chi Minh’s moral example, and the campaign to practice thrift and against waste. These movements have drawn the participation of a large number of people from all walks of life across the nation.” In 2010, President Nguyen Minh Triet signed decisions to award 33 Gold Medals, 46 Ho Chi Minh Orders, 934 Independent Orders and 7,267 Labour Orders to collectives and individuals. The Council also submitted a proposal to the Prime Minister asking the President to award the title “Hero of the People’s Armed Forces” to 16 units and the title “Labour Hero” to 40 units. In their discussion for the 2011 plan, participants agreed that major themes for the patriotic movements should focus on inflation control and stabilising the macro economy, and the development of cultured rural areas. Addressing the meeting, PM Dung acknowledged the practical contributions of the movement to the nation’s achievements in 2010. In addition to the three main themes already mentioned, Dung asked all ministries, sectors, the Viet Nam Fatherland Front and localities to exert efforts to ensure national defence and security for successful National Assembly and local level People’s Council elections in May. “In the patriotic emulation movements, it is very important to find role models and replicate them,” said Dung. “The movements should have strong roots in the people and reflect their wishes and should be in line with political missions.” The meeting was chaired by PM Dung who is also the Chairman of the Central Council for Emulation and Awards. Lawmakers to boost Cambodian ties The National Assemblies of Viet Nam and Cambodia needed to strengthen co-ordination and create the most favourable legal foundation for increasingly deep and effective co-operation between the two sides, said the former’s Chairman, Nguyen Duc Kien. He also confirmed the Viet Nam Party and Government’s consistent policy to attach importance to developing relations with Cambodia. He made the comments during a reception for the Cambodian Assembly’s Commission on Education, Youth and Sports, Cults, Religious Affairs, Culture and Tourism chairman Mom Chim Huy in Ha Noi yesterday. Kien suggested the two assemblies pay attention to popularisation and education work so that Vietnamese and Cambodian people, especially young generations, would continuously preserve and promote the fine traditional relationship between the two countries. Kien said he wanted ministries, agencies, cities and provinces of the two sides to strengthen exchanges and further expand multi-faceted co-operation and relations, especially in economics, trade, investment, culture and education, based on full exploitation of potential and advantages in each country. He acknowledged developments in the relationship between the two assemblies in the past, saying that they helped boost the traditional friendship, neighbourly relations and comprehensive co-operation between the two nations. He thanked the Cambodian Assembly for its active support for Viet Nam as the ASEAN Inter-Parliamentary Assembly Chair during the 2009-2010 term and expressed his belief that the Cambodian Assembly would fulfil its role as the Chair during the 2010-2011 term and successfully host the 32nd AIPA Assembly in the country this September. For his part, Chairman Mom Chim Huy affirmed the Cambodian Assembly’s wish and determination to consolidate and further strengthen the exchange and co-operation between the commissions in particular and between the two legislative bodies of the two countries in general. He stated that bilateral co-operation between Cambodia and Viet Nam had strongly developed in all fields, with two-way trade reaching US$1.8 billion last year. Vietnamese businesses have invested around $2 billion in Cambodia. HCM City Party Committee convenes third meeting The meeting discussed measures to implement six key breakthrough programmes set by the 9th municipal Party Congress. The Ho Chi Minh City Party Committee convened its third meeting of the 9th term on March 1 to discuss the implementation of six key programmes: including improving the quality of human resources, combining administrative reform with creating a new model for urban administration, accelerating the economic restructuring, and reducing traffic jams, floods and environmental pollution. In the previous term, Ho Chi Minh City made significant progress in training human resources, achieving administrative reform and economic restructuring, creating fabourable conditions for building infrastructure, improving the investment environment, and supplying human resources for economic development and integration. However, some obstacles still remain, such as cumbersome administrative procedures that cause difficulties for both businesses and citizens. Measures and policies to support economic restructuring are not strong enough for breakthroughs in competitiveness and the quality of growth. Speaking at the meeting, Vice Secretary of the municipal Party Committee, Nguyen Van Dua, said the 9th Party Congress set up six key programmes which show the committee’s determination to address urgent issues related to growth targets and social welfare to achieve rapid and sustainable development.
