The upcoming session will review the operation of the government, the State President and the 12 tenure of the NA so many constituents took the advantage of the meeting with the Party Chief on March 7 to make the review.

Constituent Duong Ngoc Van from Ngoc Khanh ward, Ba Dinh district, said that in the current tenure, the government has made impact through some significant works but this term has also experienced ups and downs, with inflation, economic slow-down and inflation again.

“The monetary policy remains passive, the gap between the rich and the poor is widening. The bauxite mining projects have left questions of effectiveness. Hundreds of golf courses and resorts have been built. Natural resources are exploited without controll, the environment is polluted. An issue of more concern is that many people complained that many people take advantage of their power to benefit themselves,” Van said.

According to Van, these matters are the people’s concerns that they want the NA to send to the government.

Van’s opinion was supported by most of constituents. They said that it is necessary to objectively evaluate the activities of the 12th tenure cabinet members to have foundations to find qualified members for the next tenure.

Nguyen Van Ninh, from Nghia Do ward, Cau Giay district, said that in the early tenure, the people were impressed by the Health Minister’s visits to hospitals and his promise to quickly deal with the shortage of hospital beds.

However, Ninh recently went to hospital to visit a relative and he witnessed several patients sharing a bed.

Ninh said that the NA’s appraisal of the government’s activities in the 12th tenure shows the people’s trust and hope in renovation.

“We propose that anyone who is incapable should not be re-elected,” a constituent from Thanh Cong ward, Ba Dinh district said.

This constituent also suggested reconsidering the promulgation of policies to merge ministries and governmental agencies because many new departments and general departments have been established.

Constituent Duong Ngoc Van also proposed that the NA to organize votes of confidence for cabinet members to clearly define responsibility of individuals.

Also at the meeting, the people expressed their expectation in the upcoming NA election, which will have ways to choose talented and virtuous people to represent the people.

Party Chief and NA Chair Nguyen Phu Trong said that the above opinions are very useful for the NA in the last session. He also answered questions of constituents.

He said that the number of provincial chairs in recent NA tenures has remarkably reduced. This process must be implemented gradually because the NA still needs representatives of executive bodies.

The NA Chairman also said that the ratio of full-time NA deputies will increase from 29 to 33 percent in the next tenure. This will be the highest ratio so far and it will be raised gradually in the following tenures. The increase of full-time deputies will improve the quality of the NA’s operation.

Trong said that the Vietnamese NA is different from the Congress and NAs of other countries because it is not only the most powerful body but the highest representative body of the people. The NA, therefore, must have representatives of all social classes and elements.

Talking with constituents about the current situation, Trong said that the world is quickly changing and this is the time “we need consensus and unity to overcome difficulties”.

Trong said that opinions about the renovation of the NA will be implemented once the Constitution is adjusted. After the election of the 13th NA and new government, the amendment of the Constitution will be considered.

The last session of the 13 NA will open on March 21.
