Many deputies who attended the National Assembly Standing
Committee on June 29, said that the NA should quickly approve the Law of the Sea
this year.

Speaking at the meeting, NA Vice Chair Huynh Ngoc Son said that this bill has
been discussed for a long time but it has not been ratified and it is too late.

“I insist the NA to ratify this law in 2011. If it is not approved in the first
NA session, it must be ratified in the second session. This is an urgent job
because it is related to our sovereignty and territorial integrity,” Son said.

Chairman of the NA Office Tran Dinh Dan agreed with Son. He analyzed the current
situation in the East Sea and proposed the NA to ratify the Law of the Sea as
soon as possible.

NA Vice Chairwoman Tong Thi Phong shared the viewpoint. She also asked the NA to
compile policies to reward those who devote to the country and to the country’s
liberation.

Deputies also contributed opinions to the law making program in 2011, 2012. Most
of them agreed to consider and ratify the Law on the Capital City and postpone
the ratification of the Law on Higher Education.

The National Assembly Standing Committee began its 41st session in Hanoi on June
29 under the chair of Party General Secretary and NA Chairman Nguyen Phu Trong
to discuss the country’s current socio-economic situation.

On the opening day, the committee reviewed the 2009 State budget balance-sheet
with Chairman of the NA’s Financial and Budgetary Committee Phung Quoc Hien
emphasizing sudden rises in State budget expenditure by a number of ministries,
sectors and localities.

Although financial discipline has been tightened, wrong use of State budget for
lending has still been found in various localities, affecting the efficiency and
effectiveness of use of State budget, Mr. Hien said.

In their agenda, law makers are expected to discuss a draft ordinance on the
management and use of weapons, explosives and support tools. The draft ordinance
consists of six chapters and 40 articles.

They plan to look at the NA’s draft program on law and ordinance building in
2012 and proposals for the establishment of the Hanoi Military Procuracy.
