Party Central Committee meets to define working programmes

The 2nd Plenum of the Party Central Committee is meeting to discuss the overall working programme and regulations of the 11th Party Central Committee and its commissions, plus a revision of the 1992 constitution and personnel in the new Government.

In his speech to open the meeting in Ha Noi yesterday, July 4, Party General Secretary Nguyen Phu Trong emphasised the importance of the meeting.

“At this meeting we’ll define what programmes, orientations and steps to turn the Resolution of the 11th National Party Congress into a reality,” Trong said.

Regarding the working programme for the five-year tenure of the 11th Party Central Committee, Trong asked committee members to focus on major issues and keep in line with the functions and authorisation of the Party Central Committee.

He said the working programme must reflect the Party and Government’s policy on economic development and Party building while continuing to develop culture and the spiritual foundation of the society in order to successfully carry out the general objectives of the five-year plan defined at the National Party Congress last January.

Referring to the working regulations of the Central Committee, the Politburo, the Secretariat and the Inspection Commission, Trong asked participants to refer to the Party Statute during their discussions, particularly relating to the principle of democratic centralisation.

Regarding the discussion on how the 1992 Constitution should be revised, Trong reiterated the consensus of delegates attending the 11th National Party Congress on the need to amend and supplement the existing Constitution to make it suitable to the requirements and tasks of the revolution.

“However, revising the constitution is not an easy task,” Trong said. “Any changes must be considered thoroughly with a sound scientific method and the leadership of the Party Central Committee.”

Another topic to be discussed at the meeting, which ends on Sunday, is the introduction of candidates to key positions in the new Government.

On July 21, the first meeting of the 13th National Assembly will be convened in Ha Noi. On the agenda will be the election or approval of key positions in the Government.

“That’s why, at this meeting, it is our responsibility to prepare and introduce candidates to important positions in the Government for the legislators to cast their votes or approve,” Trong said.
