Many enrollment violations discovered in 2008 academic year

VietNamNet Bridge A lot of universities and junior colleges have enrolled more students than the allowed number. Meanwhile, the input quality of students has been discovered as being very low.

The Ministry of Education and Training (MOET) has released a report on the violations committed by 55 universities and junior colleges in enrolment for the 2008 academic year.

The noteworthy thing is that the inspection was only conducted at 55 universities, out of nearly 300 universities and colleges.

Over-enrolment has been continuing, though MOET has imposed heavy fines on violating universities. Last year, 17 universities had to pay fines of VND40-60mil for over-enrolment.

However, it seems that the punishments were not heavy enough.

The names of universities which have enrolled more students than allowed have been named by MOET. HCM City Open University has enrolled 235% more students for the junior college level in 2008 than the allowed level, while the figure for Hung Vuong University is 168% and Tay Ha Polytechnique Junior College 51.2%.

The HCM City Industry University registered to enroll students of A group (students have to take the exams of mathematics, physics and chemistry). However, as it did not enroll enough students of A group, it decided to accept students of B group as well (exams of mathematics, chemistry and biology).

Lacking students is the problem that many non-state universities and junior colleges have been facing. Therefore, the universities have taken the ‘initiative’ of accepting students who did not even attain the floor mark level on the university entrance exam as stipulated by MOET.

Dong Thap University, for example, has accepted students who got only 8 marks on three exams. Students need to get 5 marks only to be enrolled in Yersin University. Meanwhile, Binh Duong People-founded University has accepted students who got 7 marks on three subjects. In principle, information technology students need to have good mathematics skills, but some students enrolled in the Information Technology University got only a 0.5 or 1 on the mathematics portion of the entrance exam.
