VietNamNet Bridge – One of the 11 solutions the Ministry of Education and Training mentions in the draft strategy on Vietnam’s education and training development is the removal of the permanent employment scheme.

Tran Thi H, a teacher at M.N School in Ha Dong city in Hanoi, related that she had been employed under the contract regime, under which her salary was very low and she could not receive additional sums. However, she was lucky to pass the recent civil service examination, which means she will be able to work under the permanent employment scheme. Something she is very happy about.

Tran Thi Tham, Deputy Director of Lao Cai Education and Training Department, worries that remote areas, which already lack teachers, will lack even more if the scheme is removed.

Tham related that currently, schools in mountainous areas of Lao Cai province are only allowed to collect VND7,000 in tuition a month from students. Even with the small contribution, students do not want to go to school. In order to get students, teachers have to go to houses to persuade them to go to school.

Teachers in mountainous areas, besides salaries, can get allowances, but few want to go to mountainous areas to work.

Pham Manh Hung, Head of the Department for Teachers and Education Establishment Managers under MOET, has said that teachers who are working under the permanent employment scheme will enjoy permanent employment scheme benefits until they retire. He said that the new regulations will only be applied to teachers to be employed.

Many education management experts believe the removal of the scheme would be good, saying that employment should be carried out based on the competitiveness of teachers, and only competition among them will help improve the country’s education quality.
