The gap between degrees and qualifications

VietNamNet Bridge - The recently released survey by the Ministry of Planning and Investment showed that 1/3 of the heads of 63,000 businesses in 36 surveyed cities and provinces nationwide do not have a university degree.

Meanwhile, statistics released by management agencies show that only 30% of Vietnamese laborers have undergone training courses. That explains why when investing in Vietnam, a country which is thought to have a young and cheap labor force, many foreign invested enterprises still have difficulties employing high-quality and skilful employees.

Intel, for example, decided that local employees will be the main workforce. Intel Vietnam plans to become operational by the end of 2009, and in order to prepare for that, beginning in 2007, Intel tried to seek approximately 4000 laborers. By mid-2008, 2,000 candidates had been short-listed, and finally, only 40 candidates have been accepted.

Samsung Vina, which is building an assembly workshop in the north, is now facing the same problem, which is threatening to spoil its production plans for the upcoming year.

A survey conducted by Quang Trung Software park on the qualification of laborers showed that 72% lack experience, 46% lack professional knowledge, 42% do not know how to work in teams and 28% are hesitant or insecure in their work.

According to the Ministry of Education and Training, between now and 2015, Hanoi and HCM City need approximately 4 million high-quality laborers in the field of information technology, tourism, shipbuilding, finance and baking. Each of these field, on average, needs 10-15,000 laborers a year. However, with the current training scale, only 40-60% of the demand can be satisfied

Also according to the ministry, in previous years, only 30% of university and college graduates could meet the requirements for their jobs. Meanwhile, the survey conducted by the HCM City Pedagogical University last year said that 50% of graduates are not qualified enough to undertake jobs and need re-training.

The labor force for the tourism industry is also a problem. The number of laborers who have been trained to work in the industry only accounts for 42.5% of total laborers, while the others have shifted from other fields, and 19.2% of which have not undergone training courses

Another problem is that there is an imbalance in the labor force allocation in the tourism industry. 50% of the labor force is located in the south, 40% in the north and only 10% in the central region, while the central region is the tourism centre, where there is a gathering of many tourism centers, such as world heritage cites, that attract travelers.

The only solution for enterprises to narrow the gap between the degree and qualification is to re-train staff. 50% of the staff of Quang Trung Software Park have to undergo an over 3-month training course, and 15% have to do a 1-3 month training course. Kinh Do Corporation said that it now has over 10,000 laborers, but all of them need 1-3 months of re-training.
