VietNamNet Bridge – The draft strategy has experienced the 30 ‘death-and life’ days, as a lot of experts have suggested the death of the strategy.

The group of experts from the scientific consultancy council under the Vietnam Fatherland Front was the first organization that raised a voice asking for the removal of the draft strategy. The group of experts sent a document to the Government, asking for the stop of the drafting strategy to focus on education reform. They think that at first it is necessary to establish a committee on education reform which will work until 2010, while the drafting of the strategy should be seen as a part of the education reform.

However, the draft strategy was lucky enough to see the proposal from the fatherland front, not accepted by the Prime Minister.

The Prime Minister said that he has assigned the Ministry of Education and Training (MOET) to build the education development strategy, and therefore, there is no need to develop an education reform committee.

An out-of-date draft strategy?

Most of the experts, who have offered suggestions to the draft strategy, share the same viewpoint that the draft strategy proves to be out of date.

Professor Dr. Bui Khanh The, Deputy Principal of the HCM City Foreign Languages and Informatics University, thought that the draft strategy has been built on the basis of the old way of thinking, not on the conditions of modern education, therefore, it has not shown practical solutions to renovate education.

Meanwhile, Associate Professor Dr. Le Ngoc Tra, from the Education Research Institute, said that the goals and measures mentioned in the draft strategy are not clear, which prove to be measures of years ago.

Professor Pham Phu, from the HCM City University of Technology, said that the draft strategy has not seen considerable changes in comparison with the previous strategy. Basically, the draft strategy has the same method of compilation, content and even language with the 2001-2010 education development strategy, a structure that has been in existence for years.

Professor Hoang Tuy, Chairman of the Institute for Development Studies IDS, wrote in a letter to the Central Committee of the Communist Party, National Assembly and Government on January 12 that he has been disappointed about the draft strategy on education development. He said that he can see the rigid viewpoints on building education, which once existed in the subsidization period in the new draft strategy.

MOET: waiting and listening

Ten days after the draft strategy was open to the public, MOET decided to remove 20 targets that were mentioned in the draft strategy, which were considered as unpractical, an action which many people think shows that MOET is listening and appreciating opinions.

One week later, MOET released the explanation on the draft strategy on education development 2009-2010, where it raised four big questions itself and provided the answer.

The four questions were 1/ How has the compilation of the draft strategy been implemented? 2/ What is the new in the draft strategy? 3/ Why has MOET chosen education management and the development of teachers and education managers as breakthrough measures? And 4/ Does the draft strategy consider learners as the central focus of education?

It is expected that by the end of February 2009, MOET will finish gathering suggestions for the draft strategy from domestic circles and Vietnamese overseas to complete the draft strategy for submission to the Government.
