LookAtVietnam – Almost 5,000 private kindergarten groups and classes continue to operate throughout the country without a licence.

There are currently 9,332 private kindergarten schools, groups and classes around the country, only 4,017 of which have operation licences.

At the conference entitled “Management and instructions for improving teaching and care quality for children in private kindergartens” held yesterday in HCM City, the Ministry of Education and Training released survey results that the rate of unlicensed private kindergartens in certain provinces is quite high.

There are currently 9,332 private kindergarten schools, groups and classes around the country, only 4,017 of which have operation licences.

The report also estimates an unstable level of quality among the teachers in these schools. For example, many of the schools still sign three or six-month labour contracts with teachers.

About 42 per cent of the said private kindergarten groups and classes are mainly day-care centres, which means the children do not benefit from the current pre-school teaching programme.

Nguyen Kim Thanh, head of HCM City’s Department of Education and Training Pre-School Unit, said that private kindergarten’s and classes with tuition fees below VND500,000 (US$29) per month could hardly ensure the quality.

“With such small tuition fees, owners of private schools could not make a profit and ensure teaching and care quality,” she said.

However, many private schools currently set their tuition fees between VND200,000 and VND500,000 ($11-$29).

“Children are not receiving quality care at these schools,” Thanh said.
