VietNamNet Bridge – The Ministry of Education and Training is reviewing the curriculum for the “citizenship education” subject, which has been complained about by teachers and students as being boring and difficult to understand.

The examination questions for 7th class students at one high school include very tough questions: What is religion? What are the differences between religion and superstition? Moreover, students are also asked to draw the diagram of the state apparatus of the Socialist Republic of Vietnam.

Meanwhile, 9th class students have to solve a family problem: Hung, 27, has loved Mai, 25, for three years. The two want to get married, but they are not supported by Mai’s family, because Hung follows another religion. Mai’s family has asked Hung to marry another girl, because they believe that the couple would be unhappy.

These students have to learn many concepts about conscience, love and family functions. Some say they just try to learn the concepts by heart, like learning mathematics formulas. A 7th class student said he just tried to memorise the diagram of the state apparatus, while he did not really understand it. Meanwhile, the 9th class students are being asked to analyse a situation in which they cannot possibly have any direct experience.

Nguyen Hang Nga, a student at Phan Chu Trinh Secondary School in Hanoi, said that she is burdened by too much information like this, which she often does not understand. However, Nga and her friends still have to try to learn the concepts by heart in order to pass exams.

Meanwhile, teachers also say they themselves are not happy. Duong Thai Huyen Nga, who has 20 years of experience in teaching the subject, said that it is really too much for secondary and high school students to learn concepts in philosophy, dialectical materialism and macroeconomics. Not to mention too boring.

What do textbooks say?

In primary school, students have 14 lessons about morality every year. In 3rd class, students learn about “international children’s solidarity”. 5th class students learn about the United Nations, while 6th class students learn about the imprescriptible right to accommodation.

In 7th class, in the lesson about honesty, the textbook introduces a document about the honesty of an Italian man during the Renaissance, whose name cannot be remembered by adult people. When students learn about self-respect, the textbook tells a story about a teacher who lives far from Vietnam, in London. While learning about laws, students are introduced to the right to choose religions. In a single lesson, teachers have to talk about a lot of issues, including the religious situation in Vietnam, the policies of the Communist Party and the state on religions.


In 8th class, students are told that they need to respect and learn from other nations. Textbooks try to explain why the Chinese economy has been growing rapidly, and students, after learning the lesson, must know the factors which have helped the Chinese economy grow so well.

In 9th class, students learn about the right to do business and about tax duties. They also have to learn the tax rates on a lot of commodities, from tobacco, liquor, automobiles to many other products.
