The tuition fee for university education will be VND800,000 at maximum, while the tuition fee for general education will not be higher than 6% of a family’s average income.

The tuition fees for career training will be determined based on the principle of sharing expenses between learners and the state.

The tuition levels will be high enough to cover the pay for lecturers and be adjusted gradually to cover regular expenses and then all training expenses.

The fees for the training sector will have two levels for regular and high-quality training.

As for university education, the Ministry of Education and Training has suggested different tuition levels for seven training groups: 1/ social sciences, economics, law 2/ technique and technology; 3/ natural sciences; 4/ agriculture, forestry and aquaculture 5/ pharmacy and health care; 6/ sports and arts and 7/ pedagogical study branch.

The pedagogical study branch will have the lowest tuition fee levels, from VND200,000 to VND500,000 per month per student. Moreover, students of education universities will enjoy privileges: they can borrow money to pay tuition. If they work as teachers after they graduate for 3-5 years, they will not have to pay the loans back, either principal or interest.

Other university education groups will have tuition levels between VND230,000 per month per student and VND650,000 per month per student. Medical universities’ students will have to pay the highest tuition level, of up to VND800,000/month.

Regarding general education, tuition fees will not be the same as currently applied, but there will be two different levels to be applied for popular curriculums and high-quality curriculums.

As for popular curriculums, the tuition fees for pre-school and general education will be designed on the basis that the tuitions will not be higher than 6% of the average income of people in the localities.

As for high-quality curriculums, the additional expenses to get ‘high-quality’ will be paid by learners.

With that principle, the Ministry of Education and Training has suggested the tuition frame for localities nationwide.

HCM City will be the locality where people will have to pay the highest tuition fee levels, VND184,000/month/student. In Binh Duong, students will have to pay VND139,000 and in Hanoi, the figure will be VND112,000.

All other localities will have the tuition fees of VND82,000/month and less.

Many provinces will have tuition levels at just several thousand VND a month. Meanwhile, northern mountainous provinces like Ha Giang, Lai Chau and Dien Bien will have minus (-) tuition level. Lai Chau, for example, will have the tuition level at –VND16,000. This means that students in Lai Chau will get the support of VND16,000/month/student.

However, different areas in the same provinces may have different tuition levels.

The Ministry of Education and Training has confirmed that even with the plan on tuition scheme renovation, Vietnam will continue exempting tuitions for primary school education.

The ministry has also suggested a management mechanism for the training sector.

Every year, state training establishments define the tuition fee levels of different study branches to be applied for the whole year and make public the tuition fees before they enroll students.

The tuition fees to be announced by the establishments must not be higher than the ceiling levels in the frame tuitions stipulated by the state.
