Minister promises proper attention to pre-school education

LookAtVietnam – The education sector will universalise pre-school education for five year old children and offer free education for those in disadvantaged areas nationwide during the 2009-2014 period.

Minister of Education and Training Nguyen Thien Nhan made the statement at the Q&A session of the ongoing National Assembly (NA) on June 12.

The Ministry of Education and Training (MoET) plans to establish State-owned kindergartens in mountainous regions to ensure that children of that age can get to school.

Answering questions from NA deputy Ho Quoc Dung from Binh Dinh province and others relating to the state of the country’s current pre-education system, the minister said that 70 percent of all children of pre-school age go to school, 51 percent of who study in non-State kindergartens.

The education sector is drawing up a development plan, under which 95 percent of children of pre-school age will be able to attend two sessions of classes a day, he said.

Regarding foreign-invested schools, Minister Nhan said there are two types of schools, the profit-making ones which are appraised and licensed by the Ministry of Planning and Investment and the non-profitable sector which are assessed by the MoET.

These establishments must make a yearly financial report to their governing bodies. However, not all of them have followed this regulation yet, according to the minister.

Nation-wide surveys, held in April 2002, December 2008 and April 2009 show that most foreign-invested schools have followed their commitments as per their registrations and have provided high-quality training, said Minister Nhan.

MoET is going to submit to the Government a draft decree on the management of foreign investment in education which will replace two former pieces of legislation.

The ministry will also instruct the Departments of Education and Training in eight provinces and cities to report on overseas sponsored education facilities in their areas which will be discussed at a meeting summing up the last 10 years. This is to decide on ways of attracting foreign investment into education and will be held in 2010, he concluded.
