On June 16, the ministry announced a draft regulation on the dress code for schools and ceremonial dress for graduation ceremonies.

According to MOET, the school uniform is understood as suits used by all students at a school. A uniform includes trousers and shirts of the same colour (shirts, overcoats, Vietnamese traditional long dress-ao dai), badges, shoes or sandals. Ceremonial dress means clothing students of a university or college wear during the formal ceremonies when they receive degrees.

Besides the standard summer uniform (shirts and trousers, or traditional long dress), female students can wear skirts when they go to school, but the skirts must come down to their knees. Only high school students can wear long dresses. Students of ethnic minorities are encouraged to wear traditional suits during festivals and Tet.

Uniforms must be aesthetically appropriate. They need to be suitable to the sex and age of students, and national cultural characteristics. They also need to be suitable to the weather conditions in localities and conducive to learning; and fit the social and economic conditions of localities and schools.

Managers of schools, considering the climate and school’s conditions, will stipulate designs, colours of uniforms, and stipulate the number of days in a week students have to wear uniforms after reaching a consensus with the school’s board of management and representatives of the association of students’ parents.

The expenditures for the tailoring or renting of uniforms and ceremonial dress can come from different sources, such as school funds, student contributions or other legal income sources. Institutions and individuals are allowed to subsidise expenses for uniforms, but they are not allowed to advertise themselves through this activity.
