Capital’s public sector plans to attract top uni graduates

LookAtVietnam – Top graduates from national or overseas universities will soon be eligible to work for municipal agencies and offices without having to take enrolment tests.

Decision 91/2009/QD-UBND, issued on July 22, is a new Ha Noi policy aiming at attracting, employing and developing young talent and a high quality workforce.

Currently, there are only 2,175 public sector officers in the capital who hold Master’s degrees and 203 who hold Ph.D’s, according to the municipal Department of Home Affairs.

According to the Decision, which will take effect on August 1, the privilege will be offered to students who graduated with top marks from foreign or State universities, or to those who earned degrees in specific key fields.

Master’s degree holders under 30 years-old and Ph.D holders under 35 year-old who earned their degrees in important fields will also benefit from the policy.

In addition, athletes or artists who achieved high results in national, regional, or international competitions and are good matches for municipal agencies and offices’ needs can also be automatically admitted to work.

Meanwhile, the city will create favourable conditions for development of young talent and high quality officers. They will be assigned to a position based on their major and their capacity and good working conditions will help nurture their talent. Beneficiaries will also be given promotion priority for managerial and leadership positions within the system.

Monthly stipend

Preferential treatment will also be given to officials who are sent by their organisations to higher educational institutes for advanced training in specific key fields.

Officials who study in Viet Nam will be given full tuition coverage and a monthly stipend equal to one and a half of the minimum wage during their training period. Total financial support for each Master’s or Ph.D degree candidate will be 30 and 80 times respectively of the minimum wage.

In addition to any scholarships officials receive from overseas institutions or State funding, people who study overseas will be given a monthly stipend of US$100.

Nguyen Minh Truong, a graduate from Paris Polytechnique who won the 45th International Mathematical Olympiad gold medal in 2004 said, “When it comes to working for the public sector, I am not very concerned about whether I have to take an enrolment test or not. It is the working environment that matters. This Decision is just the first step; there is still a long way to go before the lower levels properly implement the guidelines.”

Several southern provinces in Viet Nam including HCM City, Binh Duong and Dong Thap have implemented a similar policy.
