Schools told to curb unauthorised fees

LookAtVietnam – All tuition fees and other school charges that do not comply with regulations will be refunded to students and parents.
“There is no administrative fine for these types of violation” said deputy director of the department Nguyen Huu Hieu. “However, headmasters of schools violating the rules can expect serious criticism and a review of their position.” Hieu said the department had told schools to publicise all fees at the start of the academic year instead of collecting money without providing details so as to avoid complaints from students and parents. Nguyen Ngoc Diep, head of the department’s Division of Planning and Finance, said fees had been clearly stipulated in the municipal People’s Committee’s Decision 73/2000/QD-UB on collecting and spending tuition fees. “Schools that force parents to pay voluntary fees are breaking regulations,” she said. Duong Mai Dung, mother of a third-grade boy at Le Loi Primary School, said in addition to regular tuition fees, she always had to pay many other types of fees that seemed unreasonable and inappropriate. “I don’t know why I have to pay so much for school facility improvements every year, but everything still looks the same,” she said. “The school managing board call them voluntary fees, but they force us to pay them,” Dung said. Diep said the situation would soon be placed under control. “The department’s directorate and the division will examine fee collections at all schools throughout the city at the beginning of the school year to prevent wrongdoings,” she said. “Furthermore, unscheduled inspections will be carried out during the year,” Diep said. In another move to prepare for the coming academic year beginning early next month, it has asked city schools to ensure hygiene procedures are followed to prevent students from catching swine flu.
