The Ministry of Education and Training (MOET) has set new standards for head teachers of secondary and high schools. With the new scheme to be launched on December 10, school head teachers will be graded throughout the school year under newly set standards.

There are three standards for school head teacher, with 23 criteria to be met. Headmasters will receive up to 10 marks for every criteria. As such, excellent head teachers could score up to 230.

Marks are received for political quality and professional ethics, on qualifications, and the standard of school management.

However, criteria set by MOET have been described as ‘unclear’ and ‘undefinable’

The standard on political quality and professional ethics, for example, has five criteria for marking, but they are all vague. How can honesty and enthusiasm be measured? What factors can help people recognize headmasters have a ‘healthy way of life’ and are ‘suitable to the national culture character in global integration’?

In addition MOET has avoided more concrete criteria opting instead for guidelines like –“ head teachers need to have deep knowledge about education management, and be enthusiastic in building teaching staff into a creative team.”

Under the newly launched scheme, head teacher will grade themselves. In addition, they will also be graded by teachers and school staff. The final result will be the combination of the two.

Analysts are pointing out that the system is doomed to fail. Without strong criteria would a teacher date to pass comment on a head teacher’s “healthy way of life”?
