MOET to discipline Phan Thiet University President

LookAtVietnam – MOET has decided to impose a fine of 60 million dong on Phan Thiet University for enrolling more students than its quota.

Pham Ngoc Truc, deputy chief education Inspector, also informed the press conference that the extra students will now be transferred to HCM City Open University.

Truc also said that MOET has decided to impose the fine of 60 million dong on Phan Thiet University for violating current regulations on student enrolment. He said the ministry is also considering discipline the president of the university as well and requesting the university discipline relevant individuals.

Tuoi tre, the newspaper, which denounced Phan Thiet University for enrolling students without sufficient facilities, asked MOET at the press conference whether the ministry’s decision on accepting all students then transferring them to other universities will set a bad precedent in higher education.

However, Truc denied this and saying it sends out a message:

“Please don’t hesitate to follow Phan Thiet University if you want. But you will be punished likewise,” he said, adding that he believes that other universities can learn something from the Phan Thiet case.

Regarding the 60 million dong fine, Truc stressed this is the highest fine level stipulated by the current regulations. He said that Phan Thiet University deserves a high fine because of overly high excessive numbers of students.

Truc said at the conference that MOET is planning to take inspection tours to universities to examine the enrolment procedures. It remains unclear on the names of the universities, but inspectors will cover universities from the north, central region, central highlands and the south, and both state owned and non-state universities.

“The comprehensive inspection will give us an overall picture of enrolment practices at universities,” he said.

Answering questions about how to deal with the universities which collect tuition fees higher than the ceiling level of 240,000 dong per month, Truc said universities must repay excessive amounts of money to learners.

In case universities collect tuition based on credits, Truc said whatever the system students must not have to pay higher than 240,000 dong a month.

Leaders of MOET said at the press conference that the ministry has finished quality inspections at 20 universities and will announce its findings soon.
