LookAtVietnam – Economics scientific research is being left unused meaning Vietnam is wasting billions of dong and the ideas of its finest minds.

Dr Dao Duy Huan from the Finance-Marketing University said that in general, economics and business administration schools have to spend billions every year on scientific research.

While a lot of economics scientific research works are considered excellent they prove to be impractical and cannot be utilized. They also can’t be sold nor published in scientific journals.

“Most of the scientific research work is put on shelves and kept as archives. The only thing the research works bring is assisting the authors in being awarded a professorship title,” Huan said.

Meanwhile, according to Huan, scientific research work, which is practical, still cannot be utilized because they are not purchased for commercial development by businesses. This has led to the fact that very few students continue conducting scientific research after they finish university, because they know that their work will be wasted.

Dr Le Van Luyen from the Banking Academy said that Vietnam still does not have a proper mechanism to encourage research at universities.

“We cannot demand too much of scientists and universities because they do not have the facilities. They also do not have businesses of their own to take experiments or utilize research works. We should not expect scientists to move heaven and earth to persuade enterprises to utilize their inventions,” Luyen said.

The investment on scientific research and technology development now costs nearly two percent of the state budget. Meanwhile, as Dr Nguyen Van Nam, President of the Economics Univeristy pointed out, the quality of scientific research works remains questionable.

Dr Truong Thi Thuy Hang from the Education Management Institute believes that the quality of scientific research will never be improved if problems which have been existing for many years have not been settled.

Hang said that one of the problems here is the separation of research institutes and training establishments.

A lot of other reasons have also been cited to explain the bad quality of scientific research work and the impracticability of the works including budget allocation.

Meanwhile, Huan from the Finance-Marketing University said that lecturers who get involved in scientific research work need to receive satisfactory pay to devote themselves to the work.

He also said they should also be given enough time to the work instead of spending all their time on teaching.
