Associate Professor Dr Phan Thanh Binh, Director of the HCM City National University, said that in order to overhaul university education it is necessary to update the management strategies and give more autonomy to universities.

Binh also said that it is necessary for schools to make a plan for financing. Universities should not rely entirely on the state but should seek outside resources

Many educators complain that they are already facing many problems in modernizing university education.

According to Dr Bui Van Ga, Director of Da Nang University, universities have been trying to upgrade the training quality, but they still cannot make any breakthrough due to limited financial capability.

One of the plans of universities is to apply the credit-based training scheme. Educators said that they see problems with the policies. They do not have staff, materials, or facilities good enough for the new scheme of training. Universities lack standardized software to manage students, and they do not have enough classrooms to arrange learning schedules for students in an effective way.

A recent survey conducted on 1000 students from five universities in Hanoi showed that up to 90 percent of students think that the facilities of their schools are very poor and cannot meet the basic requirements. For example, libraries can provide enough books to meet ¼ of the demand.

Regarding the qualification of lecturers, experts said that lecturers nowadays do not spend time on research. Everyone on earth well knows that if lecturers do not conduct research, they will not have new knowledge to give to students. Most lecturers have been overloaded with teaching hours and they do not have more time for research.

According to Dr. Ga, in order to encourage lecturers to spend time on research it is necessary to offer higher pay to lecturers. Once lecturers do not have to go to extra classes to earn their living, they will have more time on scientific research. It is not easy to upgrade the living standards of lecturers overnight and it is doubtful that a simple solution can fix a complex problem.
