Under Decree 49 (released on May 14), from July 1, 2010, the new tuition plan will be applied under which the ceiling tuition level for university education is 340,000 dong a month. From the 2014-2015 school year onward, the ceiling level will be 800,000 dong a month.

Tuition levels stipulated in the decree are applied to state-owned universities. Non-state training institutions have the right to define their own tuition rates.

The prices for tuition will differ, depending on the field of study. Social sciences, economics, law, agriculture and forestry study branches will have maximum tuitions of 290,000 dong a month, while natural sciences, polytechnique, sports, arts, hotel and tourism will have tuitions of 310,000 dong a month. Medical and pharmaceutical schools will be able to collect 340,000 dong a month.

Leaders of the University of Technology, University of Civil Engineering, University of Transport, and the Post and Telecommunications Institute and Technology PTIT all confirmed that they will begin collecting tuitions in accordance with the new plan beginning next year.

Tran Dac Su, President of the University of Transportation, said that training expenses for polytechnique schools are high, so his university will collect 310,000 dong a month, the ceiling level.

Le Viet Hung, President of the Hanoi University of Pharmacy, will also charge the ceiling tuition level, 340,000 dong a month. He added that tuition is still low compared to the total expenses spent to train a student.

Banking Academy leaders have no plan to increase tuition, while is currently 240,000 dong a month.

Lam Van Dien, Head of the Training Division of the Forestry University, reported that the school does not plan to increase tuition, because it wants to attract good students. “We will still collect 240,000 dong a month for the next academic year,” he revealed.

Nguyen Ngoc Binh, President of the University of Technology, remarked that the university will apply the new tuition levels starting this fall. Binh noted that tuitions rates will vary for different study branches, which allows the institution to attract goods students and also support students from impoverished areas.

Bui Hong Quang, Deputy Director of the Planning and Finance Department under the Ministry of Education and Training (MOIT), affirmed at a press conference on May 18 that the new tuition plan will be applied for the 2010-2011 school year. Quang went on to remind schools that, when collecting higher tuitions, universities must also commit to improve the training quality.
