Under the national plan approved by the Prime Minister, by 2020, Vietnam will have 20,000 more instructors with doctorates.

Three types of training have been mentioned in the program. Lecturers will be trained abroad, complete their studies in Vietnam or divide their studies between Vietnam and overseas universities.

An estimated 10,000 will have the chance to study at prestigious universities abroad. From 2010 to 2013, Vietnam will select 800-1200 postgraduates each year to study overseas. From 2014 and so on, Vietnam will select 1300-1500 postgraduates annually to study abroad.

It is estimated that 3000 doctors will be part of a joint-training between Vietnamese and foreign universities. From 2010 to 2013, Vietnam will select 300-350 lecturers, and, from 2014 onward, Vietnam will select 450 lecturers each year for joint-training programs

Some 10,000 doctors will be trained solely in Vietnam. In 2010-2015, Vietnam will select 1200-1500 postgraduates each year, while from 2016, the country will select 1500 postgraduates annually.

The program is expected to cost 14 trillion dong to train lecturers and scientific workers in key branches. The organizers aim to associate training with scientific research, increase the number of scientific research works published in prestigious journals, which will by extension serve Vietnam’s socioeconomic development and global integration.

There are some fields which will be given priority, such as sci-tech, natural sciences, agriculture and some branches of the social sciences and humanities.
