Mayor Thao argues that the Government should permit Hanoi and HCM City to impose higher fines than other provinces and cities in Vietnam because these will heighten the “awareness” of drivers.

Hanoi authorities believe that the limited awareness of traffic rules is causing traffic jams and traffic accidents in the city.

Others claim that alternative solutions, including road expansion, limits on high-rise building construction in the city centers and a reorganization of traffic flow, are necessary, not “beating the people’s pockets.”

The Ministry of Justice has already rejected a proposal to double traffic fines in Hanoi and HCM City. The Ministry of Construction deleted this proposition from the draft decree on traffic fines, but it still requested that the government submit the proposal to the National Assembly Standing Committee for consideration.
