Two fishing vessels sank and one lost contact with the mainland on September 4 off the coast of Quang Ngai province. The border command post reports that there are 1,178 boats with more than 9,300 fishermen on board still operating at sea.

Heavy downpours caused the Huong River to rise past the third alarm level by 0.3m on September 4. A number of central roads in Hue city City were flooded and rising waters disrupted traffic on inter-communal roads in Quang Dien and Phu Vang districts.

The flooding took a heavy toll on agricultural and aquaculture as it prevented farmers from harvesting the summer-autumn rice crop and swept away fish-breeding farms in Quang Ngai and Quang Binh provinces. If rain continues over the next few days, local farmers agreed, most of the rice crop will be submerged.

The above-average rainfall of 100-200mm flooded many parts of Da Nang city as well, plunging traffic into chaos until 8am on September 4 when the floodwaters receded. Hoa Tho Dong and Hoa Phat communes reported over 200 houses flooded by at least 70cm of water.

According to the National Hydro-Meteorological Forecasting Center, a tropical low pressure system was located about 90km east of the central coast from Quang Ngai province to Da Nang city as of 7am on September 4. Forecasters predict the system will move west-northwest at a speed of 3-5kph, bringing rains to central coastal provinces from Thua-Thien Hue to Quang Nam.
