Several construction projects receiving preferential funds in Hanoi will not be finished in time to celebrate the city’s 1000th anniversary, officers said Thursday.

Of 34 constructions that were scheduled to open by the anniversary celebrations, seven will not make it, the Hanoi People’s Committee said during a meeting with the city People’s Council (municipal legislature).

The projects include six traffic constructions and a cultural one to preserve the Co Loa Citadel that is more than 2,200 years old, located 20 kilometers to the north of downtown Hanoi.

The committee said work on all the 34 constructions have fallen behind schedule so far this year.

It said project investors have lacked the capacity to speed up steps in which detailed plans are established, assessed and approved.

Also, project consultants have not worked well and thus plans had to be changed several times before work began, the committee said, adding that troubles involving ground-clearance and compensation also held the work back.

The seven delayed projects have been supported with trillions of dong from the capital city’s budget.

Phi Thai Binh, deputy chairman of the committee, said none of projects were facing a funding shortage.

Nguyen Hoai Nam of the People’s Council added city authorities have not fulfilled their responsibility in supervising the works.

Investors and consultants at these projects have been complaining about difficulties but the city government has never sent officers to follow up on the situation.

“Thus they would never manage to solve the problems.”

Le Quang Nhue, deputy chairman of the city People’s Council, said the delay was causing a “waste” and “any responsible unit that fails to speed up the work is guilty.”
