Gov’t allocates VND460 billion as urgent relief to central region

Prime Minister Nguyen Tan visited the disaster-struck central region on October 1 announcing urgent relief of 10,000 tones of rice and 460 billion dong ($25.5 million).

The Prime Minister said aid would focus on supporting families whose relatives died or were injured by the storm. The fund would also help provide cooking and money to rebuild homes. The budget for rebuilding infrastructure such as roads, railways, electricity, telecommunications, dams and irrigation systems would be determined once Government received reports from provincial authorities.

“The first priority now is to help the effected people overcome this critical time. After that, we will start rebuilding the infrastructure,” PM Dung stressed. He also asked the army and police to closely co-ordinate with localities to search for the missing and move people living in low lying and mountainous areas into shelters.

Quang Nam province will receive 100 billion dong and 4000 tonnes of food. The local authorities said that its annual production value totals 15 trillion dong but losses caused by storm are up to 3.5 trillion dong. Quang Ngai will receive 4000 tones of food and 80 billion dong. It has up to 27 dead victims and suffers losses of 4.5 trillion dong.

The eye of Ketsana hit the border between Quang Nam and Quang Ngai provinces on the afternoon of September 29 with wind speeds of 118-149kph and torrential rain. It also devastated Quang Binh, Quang Tri, Thua Thien-Hue city, Da Nang City and Binh Dinh, Kon Tum.

According to latest reports delivered at 5pm yesterday, the storm killed 93, left 23 missing and injured over 200. It destroyed 6,376, damaged 172,672, and submerged 173,611 houses. Meanwhile, 503 classrooms and 12,337 public buildings had been damaged or left under water.

The Ministry of Defence has mobilised nearly 11,000 soldiers, hundreds of cars, canoes and planes to assist central provinces. Rescue forces have saved 162 fishermen at sea.

Cambodian prime minister Hun Sen phoned his Vietnamese counterpart to express his gratitude for the Vietnamese people, who provided assistance to the Cambodian people during the storm. As many as 300 Cambodians on the border areas between Cambodia and Viet Nam had been evacuated with the help of Vietnamese soldiers.

Meanwhile, two more storms named Parma and Eighteen have formed in the Pacific Ocean after Ketsana dissipated on September 30, according to the National Hydro-meteorological Forecast Centre.

According to the Hydrometeorology agency from the Philippines, Parma is a super storm with wind at levels of 15-16. It is moving at the speed of 20km per hour. On the morning of October 2 it was located around 270km from the Vietnamese coast.

The US Navy’s weather forecast station said that after passing Palaui island of the Philippines, super storm Parma will change its direction to go into the East Sea and head to Vietnam. Though its strength will reduce. However, on October 6, this typhoon will still reach wind speeds of 154-177km per hour, stronger than Ketsana,

After devastating Philippines and killing 300 people, Ketsana passed through Vietnam, killing nearly 100 people and causing losses over $1 billion. Floods continue to threaten the lives of many people in the central region and Central Highlands.
