Hanoi plans tighter control over Internet shops

Hanoi will tighten controls over 3,500 Internet and online game shops citywide through management software, a local newswire reported on Wednesday. | |||||||
Under the pilot project, the software will inform the department about any shop that accesses the Internet after 11 p.m., the ICT News quoted Pham Quoc Ban, director of Hanoiâs Department of Information and Communications, as saying. However, the news source didnât say how the agency would deal with violations or when the project will start. The move is part of the capital cityâs efforts to cope with the increasing number of Internet and online game shops being established and with the lack of compliance with regulations that require guardianâs permission for admission to children under 14. Many shops remain open after the regulated time, the department said. Several shops also offer sex and violent games to customers, and the department sees this as a contributing factor to increasing delinquent acts including rape, robbery and murder, the newswire said. Meanwhile, the Ministry of Public Security has completed a draft circular on regulations for karaoke rooms, massage parlors and discotheques and is waiting for opinions from related ministries. Under the draft, massage and karaoke rooms must have no-lock windows and doors, while those who work for the massage parlors should have licenses and have their names registered with local police by the owners. It also outlined more regulations for discotheques, including not allowing them to admit more customers than their capacity and holding owners responsible for any gambling, drug use, or disturbances that happen on their premises.
