Many juvenile delinquents commit their crimes after quitting school and a very high percentage are not deterred by being caught and punished, officials told a conference Tuesday.

The conference, which discussed ways to prevent juveniles from violating laws, was co-organized by the Institute of Legal Research under the Ministry of Justice and international organizations.

Reports presented at the conference said the number of juvenile delinquents in Vietnam has increased lately and the crimes they commit have become more severe.

More than 30 percent of the delinquents drop out of school before committing their first crime and around 35 percent, much higher than international rate, returned to crime after they are caught and punished, the reports said.

Legal experts from UNICEF said at the conference that poverty, low levels of education, lack of parental care, domestic violence, an inability to overcome personal troubles, and the influence of peers were major factors in rising juvenile delinquency.

Some rehabilitation models are being implemented around the country to improve the situation including increased interactions between families with troublesome children, but these have not proved effective.

The conference is expected to evaluate measures taken so far to prevent juvenile delinquency in Vietnam and propose further solutions.
