Transporters in southern hub request incorrect tolls be returned

Ho Chi Minh City’s authorities should order a local company to return tolls it has mistakenly charged transport companies since August.

Thai Van Chung, general secretary of the HCMC Goods Transport Association, made the statement following a city government conclusion that the HCMC Infrastructure Investment Joint Stock Company (CII) had inappropriately charged certain vehicles after moving its tollbooth on the Hanoi Highway.

However, CII Director Nguyen Mai Bao Tram said whether or not the company would return the tolls would depend on a decision from the HCMC People’s Committee.

Tram said CII had already submitted a plan to no longer charge vehicles that don’t fall under the toll booth’s mandate.

On September 15, the association sent a complaint to the HCMC Inspectorate and the Vietnam Association for Consumer Protection, alleging that CII had been charging tolls incorrectly even before the moving of its tollbooth.

According to the complaints, CII toll collection targets vehicles that pass through downtown via Dien Bien Phu or Hung Vuong streets, local newspaper Thoi Bao Kinh Te Sai Gon (Sai Gon Economic Times) reported.

However, the association said that in fact only 10 percent of 2.5-ton-plus trucks that pass the toll use those routes.

“This is obviously against regulations, causing great losses to transport businesses,” Bui Van Quan, president of the association, told the magazine in an interview last month.

The HCMC People’s Committee has ordered that the city transport department and CII discuss the legal bases of the toll collection with the association.
