The Ministry of Education and Training (MoET) on Wednesday said it has fined a newly-established university in central Vietnam VND60 million (US$3,366) for admitting more students than allowed.

Although the Phan Thiet University was a first time offender, the violation was so critical that the ministry’s inspectorates proposed the highest fine, deputy chief inspector Pham Ngoc Truc said.

The ministry’s inspectorate is also contemplating action against the university’s president, Truc said.

Opened in March in the central province of Binh Thuan, Phan Thiet University was given an admission quota of 750 students, but it was found early this month to have admitted 1,250 students.

The ministry has transferred 500 students to the Ho Chi Minh City Open University, Truc added.

Since its launch the school has been criticized in local press reports for lacking proper infrastructure and qualified teachers. The dubious quality of education it was providing prompted calls last month for Minister of Education and Training Nguyen Thien Nhan to order an investigation into the case.

However, inspectorates then concluded that the school, which is located in a village in the resort town of Phan Thiet, satisfied requirements for providing training to 750 students for the 2009-10 school year.
