Phuong, 28, has three children already, two sons and one daughter. Though she is very weak, she has never thought of using contraception.

“I know that it is hard, but I must have at least four children. I’ve had two sons, so I will have two more daughters,” Phuong told Vietnam Television (VTV) journalists.

Local authorities said that they lack funds for family planning. These people live far from the center and many parents have gone to Laos to find work, leaving older children in charge of babies who are just several months old.
