Ex-police chief detained in southern Vietnam fraud probe

The former police chief of Tien Giang Province was detained Friday to investigate allegations of committing fraud to appropriate state property.

Nguyen Huynh Long, also known as Nguyen Thach Bich, now living in Ho Chi Minh City, is alleged to have making fake contracts to use state-owned house, earning billions of dong.

Long in 2005 signed a contract with Pham Thi Nga to buy the house on 8 Le Van Mien Street in HCMC’s District 2. But the house was only owned by Nga until 1975 and belonged to the state after the country’s reunification.

The 63-year-old woman let Le Hoang Minh, general director of Tan Gia Hao Export Company, borrow the house-use rights and use it as collateral for bank loans.

Minh borrowed VND1.6 billion (US$86,600) using Long’s house use rights as collateral and is now unable to return the money while Long has not yet paid Nga for the house.

Investigators said Long played the main role in appropriating the house.

His house in HCMC was also examined Friday as police are investigating several other possible scams involving him and Minh.
