Massive insurance investigation ordered amid flagrant violations

Prime Minister Nguyen Tan Dung has ordered a large-scale investigation of the county’s social insurance system after inspections in April revealed blatant violations on the part of nearly 10,000 businesses.

The April inspection, undertaken in seven provinces and cities including Hanoi, found that nearly 10,000 businesses had only paid only portions of the social insurance money due to their workers, owing over VND769 billion (US$41.6 million) in total.

Thousands of other companies had failed to pay any social insurance at all, owing a total of nearly VND18 billion ($974,073) in social insurance to their employees.

State-run insurance distributors, which collect funds from companies and pay out to employees, also failed to make regular payments, the inspection found.

Government inspectors found other shortcomings and violations rampant at many hospitals, including the overcharging of health insurance holders and incorrectly calculated hospital bills.

“Unexplainable” violations were also cited in the drug bidding process, including excessively high bidding prices and winning bids that were higher than market prices, inspectors said.
