The coastal road system will be based on current roads, plus building new ones. It will be connected to the sea dike network to facilitate emergency defense against natural disasters and security activities.

The project will be implemented in two phases. From 2010 to 2020, around 892 kilometers of coastal roads will be built or upgraded at a cost of 16 trillion dong.

In the second phase beginning in 2021, the remaining 1058 kilometers will be built, costing at estimated 12.11 trillion dong.

In the first phase, coastal roads in key economic regions and 15 coastal economic zones will be built and upgraded, including: Van Don (Quang Ninh), Dinh Vu – Cat Hai (Hai Phong), Nghi Son (Thanh Hoa), Dong Nam (Nghe An), Vung Ang (Ha Tinh), Hon La (Quang Binh), Chan May – Lang Co (Thua Thien – Hue city), Chu Lai (Quang Nam), Dung Quat (Quang Ngai), Nhon Hoi (Binh Dinh), Nam Phu Yen (Phu Yen), Van Phong (Khanh Hoa), Phu Quoc (Kien Giang), Dinh An (Tra Vinh), and Nam Can (Ca Mau).
