Thirty-nine parking places did not use Tax Department tickets to evade tax. Thirty-six places failed to post a price list as required.

Of 47 parking areas checked, 39 overcharged, including those located at My Dinh bus terminal and Dong Xuan market where VND5,000 (US$0.25) was charged for motorbikes instead of VND2,000 ($0.10) as regulated.

The survey focused on parking areas around major markets, schools, hospitals, temples, and scenic attractions. A total of VND194 million ($10,000) fines were imposed, including individual fines of up to VND10 million ($550).

Department deputy head Phung Thi Hong Ha said many local authorities did not inspect parking areas regularly, which allowed the violations to continue. In some cases, management had been passed over to private companies which increased the price.

The department proposed people’s committees and the tax department check parking areas more regularly and permits for parking areas be contingent on abiding by regulations.
