The Department of Transportation on May 7 submitted to the HCM City authorities its plan to impose high traffic fines as of May 20 on traffic law violators in some inner districts.

HCM City insists on effectiveness of doubling road traffic fines

According to this plan, violators of traffic rules in the Districts of 1, 3, 4, 5, 6, 8, 10, 11, Go Vap, Tan Binh, Tan Phu, Binh Thanh, Phu Nhuan and part of the Districts of 2, 7, 12, Binh Tan and Thu Duc will have to pay fines much higher than normal.

The plan suggests three zones for high fines, including: 1/ 19 inner districts (districts from 1 to 12, Phu Nhuan, Binh Thanh, Go Vap, Thu Duc, Tan Binh, Tan Phu and Binh Tan); 2/ the area comprises the 19 inner districts, plus the national highways and major roads in the districts of Binh Chanh, Nha Be, Hoc Mon and Cu Chi; 3/ the area inside the belt road No.2, which include the districts of 1, 3, 4, 5, 6, 8, 10, 11, Go Vap, Tan Binh, Tan Phu, Binh Thanh, Phu Nhuan and part of the districts of 2, 7, 12, Binh Tan and Thu Duc.

The Transportation Department chose the third zone to experiment in levying high fines, from May 20, 2010 to May 20, 2013. After this period, HCM City will report the results and make plans to expand the policy.

According to the new decree on traffic violation fines in Hanoi and HCM City, motorists who don’t obey traffic lights, enter banned one-way roads, etc., will be fined from 300,000 to 500,000 dong and lose their driving licenses for 30 days (compared to the usual fines of 100,000-400,000 dong).

Cars that stop, park or turn around at wrong places will be fined from 600,000-1 million dong (the common fines are from 300,000-500,000 dong). Car drivers who don’t obey traffic lights and drive under the influence of alcohol over permitted levels must pay 1-1.4 million dong (compared to 600,000-800,000 dong). Drivers who stop or turn their cars and cause traffic jams will be fined up to 2 million dong.
