The Ministry of Transportation added this regulation to the Law on Road Traffic last July in order to ensure safety for trailer drivers. However, driver training schools didn’t have time to invest and upgrade their facilities and lack teachers to prepare for training trailer drivers. The Ministry decided to apply this regulation as of July 1 2010.

Previously, trailer drivers only need C-grade driving licenses.

Notably, in the last one year, only 30 percent of trailer drivers met conditions to take part in training course and exams to get the FC licence. The remaining 70 percent failed because they don’t have sufficient two-year experience.

Transportation firms disagreed with the Ministry of Transportation on this point, saying that most of trailer drivers are young ones because this job requires good health. It is unreasonable when the Ministry postponed the implementation of this regulation for only one year.

They said that the new regulation will cause thousands of trailer drivers to become unemployed.

Many provincial transportation associations asked the Ministry to cancel the regulation for one year more and abolish the condition on two-year experience.
