Vietnam works with Japan to investigate scandal

| The Supreme People’s Procuracy has said that it would entrust Japanese partners to investigate suspects related to corruption case at HCM City’s East-West avenue project management unit.
The Japanese law doesn’t allow foreign procedural officers to conduct investigation in Japan’s territories. Vietnam will have to ask for Japan’s judicial assistance to investigate in Japan.
The corruption scandal related to the Huynh Ngoc Si, chief of the East-West avenue and water environment improvement project management unit was broken out in December 2008 when the Tokyo prosecutors prosecuted four former officials of a Japanese company and accused Pacific Consultants International (PCI) of bribery and violating Japan’s Competition Law.
Based on Japan’s documents, Vietnamese police investigated and suspected Huynh Ngoc Si of taking bribes from PCI’s officials. According to investigators, from 2001 to 2003, some PCI officials met Si several times to offer bribes in order to win consulting contracts using Japan’s ODA capital.
The two sides negotiated and agreed that PCI would give Si $2.6 million. However, Tokyo prosecutors only considered PCI officials’ twice of bribery to Si, totaling $820,000. Vietnamese investigators said that there are evidences for Si’s receipt of $262,000 of PCI.
