The Hanoi Transport Association has proposed the import and the use of tuk tuks (small three-wheel transport vehicles) as a way to lessen motorbikes in the inner-city.

                                      A tuk tuk in Thailand

Chairman of the Hanoi Transport Association, Bui Danh Lien, said tuk tuks are widely used in many other regional countries, such as Thailand, India and Singapore. He suggested that their use in Vietnam could restrict the use of motorbikes in Hanoi's centre.

He said that allowing these vehicles to run on inter-commune and inter-district roads will help transport passengers from bus stops. This would help to limit the number of motorbikes from suburban areas coming into the city, Lien said.

Under the association’s proposal, only collectives would be allowed to buy and operate tuk tuks, with licensing from district planning and infrastructure agencies.

The association added that the Ministry of Transport should appoint a sole distributor to provide these vehicles, which would have a set quota.

On September 20, the association will send a mission to an ASEAN fair to survey quality and price of tuk tuks.

The Hanoi Transport Association has stated that major proposals for a project that would severely restrict personal vehicles from inner-city areas, which included certain fees, might hurt business activities.

At the time they also suggested that only motorbikes be restricted from the main streets in order to give priority to buses. A set system of bidding and licensing has been also been suggested as a solution to the problem of traffic congestion.
