The conference addressing ‘Climate change - initiatives in State-private cooperation’ is organised by the US-Vietnam Trade Council Education Forum and the Ministry of Natural Resources and Environment, with assistance from the Ford Foundation.

On its opening day, participants discussed the role private businesses can play in minimising the harmful effects of climate change and a range of State support policies that would encourage businesses to engage in environmental protection.

They also discussed the encouraging developments in green technology and the establishment of a global CO2 fund of about 97 billion USD by the end of 2008. The focal points included capitaléation of the global CO2 market, opportunities for businesses and organisations to invest in a non-CO2 economy in the future and voluntary CO2 compensation.

Nguyen Thuc Quyen, a project manager from the International Financial Group, said that due to rapid economic development, total CO2 emissions by Vietnamese businesses has increased at an alarming rate, from a 6.7 percent rise during the 1995-2000 period to 10.6 percent over the 2000-2005 period. This is the highest growth rate in the world.

Energy-saving initiatives, together with investment in controlling CO2 emissions will offer businesses the opportunity to contribute to a non-CO2 economy, Quyen said. She noted that many industries have potential for effective energy-saving measures; for example, the cement and cooking processing sectors could reduce the energy they use by up to 50 percent and ceramic production, 35 percent.

In addition to encouraging businesses to use energy effectively and to minimise their impact upon the environment, State support policies are needed to encourage businesses take part in voluntary compensation schemes for CO2 emissions, the development of renewable energy sources and afforestation activities.
