Deputies raise questions over environmental pollution

VietNamNet BridgeNational Assembly deputies began their question and answer session on Nov. 11, focusing on the issue of environmental pollution and the role and responsibilities of State agencies in dealing with environmental violations.

Minister Nguyen affirmed that the Government has outlined specific phases for the mining of bauxite ore, which is estimated to consist of reserves of around 2.6 billion tonnes, concentrated mainly in the Central Highlands.

Replying to questions over the responsibility of relevant agencies in handling the Vedan Company’s environmental pollution case, Minister of Natural Resources and Environment Pham Khoi Nguyen confirmed that his ministry has coordinated with the Dong Nai provincial authorities in solving the case.

“The Ministry of Natural Resources and Environment worked to the best of its ability in the monitoring and handling the case,” Minister Nguyen said.

However, he pointed to the fact that his ministry is responsible for imposing financial penalties upon environmental polluters and the provincial authorities can not put a stop to the company’s factory operations, as stipulated in article 49 of the Law on Environmental Protection.

When questioned over the exploitation of bauxite ore in the Central Highlands region, Minister Nguyen affirmed that the Government has outlined specific phases for the mining of bauxite ore, which is estimated to consist of reserves of around 2.6 billion tonnes, concentrated mainly in the Central Highlands.

He added that his ministry has issued particular guidelines regarding environmental protection during the mining of bauxite and confirmed that bauxite would not be exploited on a large scale and the environmental impact of any such work would be carefully managed.

However, he blamed several localities for failing to supervise the granting of licences to bauxite exploiters, which requires an assessment of the possible environmental impacts to prevent any uncontrolled mining.

“The ministry will reinforce its inspection, examination and handling of bauxite exploitation violations to restore order to the field,” Minister Nguyen stressed.

During the question and answer session, deputies were scheduled to question the ministers of agriculture and rural development, finance, education and training, public health and the governor of the State Bank of Vietnam.

They will also question the Prime Minister on the Government’s executive work.
