VietNamNet Bridge – On Wednesday, the Ministry of Information and Communications delivered exam files to seven mobile phone service providers.

The seven competitors, MobiFone, VinaPhone, Viettel, EVN Telecom, SPT, Hanoi Telecom and GTel, will compete to receive four 3G service provision licenses.

They will have nearly three months to complete these exam files and have to submit the completed exam files to the Ministry of Information and Communications in early January 2009.

Pham Hong Hai, Chief of the Telecommunications Agency, under the Ministry of Information and Communications, said a board of examiners will consider the exam files within one month and present the results to the Prime Minister.

Hai said the exam file will be compiled based on international experience, Vietnam’s situation and surveys at local and foreign businesses.

Exam files will have to pass two rounds: a short-list and a final round. Competitors have to meet conditions regarding coverage, network infrastructure, deposit, etc., otherwise they will be rejected immediately in the short-list round.

The four top files will enter the final round and the winners will be licensed in the second quarter of 2009.

3G is the third generation of mobile phone standards and technology, superseding 2.5G. It is based on the International Telecommunication Union (ITU) family of standards under the IMT-2000[1].

3G networks enable network operators to offer users a wider range of more advanced services, while achieving greater network capacity through improved spectral efficiency. Services include wide-area wireless voice telephony, video calls, and broadband wireless data, all in a mobile environment. Additional features also include HSPA data transmission capabilities that are able to deliver at speeds up to 14.4Mbit/s on the downlink and 5.8Mbit/s on the uplink.

Unlike IEEE 802.11 (common names Wi-Fi or WLAN) networks, 3G networks are wide-area cellular telephone networks which have evolved to incorporate high-speed internet access and video telephony. IEEE 802.11 networks are short-range, high-bandwidth networks primarily developed for data.
