It is difficult now to provide training and education for the human resource in e-commerce because the sector always has higher requirements than the capacity of the education sector.

The local e-commerce sector is facing a severe shortfall of qualified laborers due to inadequate education, said Duong Hoang Minh, deputy director general of the Vietnam E-Commerce and Information Technology Agency at the Vietnam E-commerce Forum and Exhibition (eComBiz) in HCMC.

The event was jointly organized by the agency and the Ministry of Industry and Trade to review ecommerce in 2008 as well as map oat development orientation for the sector next year.

According to Minh, it is difficult now to provide training and education for the human resource in e-commerce because the sector always has higher requirements than the capacity of the education sector. Thus, Vietnamese enterprises have faced hardships in e-commerce development.

Recently, the agency has conducted a survey with 108 universities and colleges nation about e-commerce training. The survey shows that only 49 universities and colleges are teaching e-commerce in their training programs, and only two of the schools have established e-commerce faculties and 11 of them teach e-commerce as a major.

At other institutions, e-commerce is incorporated as a minor curriculum in administration and marketing programs.

The survey also shows that the quality of lecturers is low as only 15% of the lecturers at these schools have trained in e-commerce as a major.

Nguyen Van Minh, head of the E-commerce Department of Hanoi-based University of Trade, added that universities and colleges do not have ready faculty staff for e-commerce training.

Along with poor quality of teachers, e-commerce teaching program in universities and colleges are unqualified, Minh said.

Minh of Vietnam’s e-commerce and IT agency recommended that the education ministry map out a model teaching program to create favorable condition for universities to build their own programs.

“In addition, high level cooperation is required among the ministries of Industry and Trade, and Education and Training, as well as with educators and enterprises,” Minh added.

The Ministry of Industry and Trade reported that the nation has an estimated 15 million Internet users. However, development of e-commerce in Vietnam is also hindered by poor data security, incompatibility among electronic payment systems, an insufficient regulatory framework and lack of public awareness.

A recent survey of 289 websites nationwide showed only 74 posting information about their data security policy to protect consumers.
