Vietnam may have nuclear power by 2020

National Assembly deputies approve nuclear power project

The 4th international exhibition on nuclear power will take place at Hanoi’s Friendship Culture Palace from May 27-29.

The exhibition will help visitors to understand why Vietnam has to invest in nuclear power.

The event will have the participation of leading nuclear power technology firms from Japan, Russia, France, USA, China, Canada and Bulgaria.

Tan explained that this decision was made after a long period of consideration. Russian nuclear power technology is the safest at present and Russia promised to help Vietnam deal with nuclear waste.

Dr. Phan Minh Tuan, chief of the Ministry of Industry and Trade’s Board of preparations for nuclear and recycled power project, revealed on May 25 that the board will send a report on the Ninh Thuan 1 nuclear power plant to the Government for final consideration.

Tuan said that Vietnam and Russia are still negotiating. He didn’t reveal which technology would be chosen, but he observed that Russian light water moderated reactor technology is very safe.

Besides choosing the partner and the technology, the steering board of Ninh Thuan 1 nuclear power project has also completed many preparatory activities related to infrastructure, human resources, and information.

With agreement from 77.48 percent, National Assembly deputies on November 25, 2009 approved the construction of Vietnam’s first nuclear power plant in Ninh Thuan province.

The National Assembly agreed to build two nuclear power plants in Ninh Thuan, with two turbines each supplying power to the national grid. The first plant, named Ninh Thuan 1, will be based in Phuoc Dinh commune, Thuan Nam District while the second one, named Ninh Thuan 2, will be built in Vinh Hai commune, Ninh Hai district, with a capacity of around 2,000 MW each.

According to the NA’s decision, the two plants will have pressured water reactor technology, the most modern generation of reactors at the time the project was designed. Estimated funding in late 2008 for the two plants was around 200 trillion dong.

Construction of the first plant will kick off in 2014 and the first turbine will be put into operation in 2020. The investor of the first nuclear power project is the state power monopoly, Electricity of Vietnam (EVN).

The capacity of the largest power plant in Vietnam at present, the Hoa Binh hydroelectricity plant, is 1920 MW.

Vietnam has signed bilateral nuclear cooperation agreements with Russia, China, France, India, South Korea and Argentina.
